Kurt,I tried your suggestion but kept getting the "Page cannot display" error in IE.
I ran a scan and there's no malware detected on my system. Also checked my hosts file.
I finally got Tuelz to open a browser (FF) and got this error:

The address in the browser is http://127.0.0.1:12345/
I tried changing the address to http://127.0.0.1:12345/tuelzbox/ but I got the same error.
No new log file has been started. The previous file has this entry (extract)

Both browsers are still refusing to load localhost but that may be a red herring as I have no web server running. Localhost pings correctly.
I've spent all day Googling for possible solutions but have drawn a blank so far. I just can't think of what could have changed in my system to create this apparently out of the blue.
I know it's probably outside the scope of this forum, but maybe someone has a suggestion on where next to look?
I'm desperate, I'll try anything!
