Not sure if ODP works, but if i remember correctly, it let you display, the data. But you could not actually make your own database from it.

The software I use allows me to download up to 5,000 listings from a category or cat tree.

For example, Golf is a good keyword paying cat, I just downloaded 2,000 golf course links.

So, at a minimum, I will load that into my directory software powered by wordpress.

And some money making links in, etc, and work on following the formula you have been sketching for us.
