Wht it does is places a little logo in the lower left of a search page. Enter your search criteria and click SEARCH. Next, click on the WebSpy logo and reclick the Search button without changing any internals. Watch what happens. If there's a product that matches your search in either clickbank, PayDotcom or Amazon, it's tagged with your affiliate info. For other uses, you're provided with 50 of the keywords used in SERPS and Adwords. Wouldn't that be a bit better than "free" for ya?
