It scans for proxies and then checks their speed. You can also enter your own list of proxies and have it check the quality. Once you've found a good proxy, just click on the proxy and then click "Set Proxy" and then open up IE.

You can also set the program to loop through a list of proxies every x minutes. Or, just have your proxy list ready and switch manually by clicking the "Set Proxy" button for each CL profile you're using.
