IS moreove a fee-based service, or is it entirely free?

The reason I ask, as it seems there is conflicting info on their site. On one hand, there's an XML feed easily accessable, on the other, their terms say "The Service is a fee based service and is only available to organizations that have entered into a license agreement with Moreover".

the reason I ask, is that I''ve been busy setting up a couple of good info sites in a particular niche, and would hate for my server to get dinged due by moreove (EV1 is sensitive abiut that stuff )
