My first instinct is to make it some sort of niche video site, and concentrate on more specific topics.

On possibility would be to have a local D.C. video directory, where uses add video related to the sites and places around D.C. You've got so many land marks, plus the Smithsonian is worth thousands of videos.

Get yourself a flip video camera (under $150 at Walmart and web ready) and take a bunch.

You could allow DC area businesses, charging them to video their restaurant, etc. (using a better camera), as well as advertising on the video pages. In other words, try to become the "video yellow pages" for D.C.

After the site is stocked with a decent number of videos, send out a press release to all the local media outlets.
