I assume you want to create one pheed for all pages on a single domain?

How many pages? How many domains?

On a scale of 1-10, how spammy/accurate can the RSS pheeds be? With a score of 1 being "very spammy". The spammier the easier.

If you're willing to go spammy and not worry that each item matches each page, but they do use similar keywords, just create some pheeds using the same technique as you did for condor pages, using Randomz for each of the three following:
<link>
<title>
<description>

One thing you'll need is a list of the pages' URLs.

Again, use the same condoor principles, but think "RSS" code instead of html code.

I'd make big/long files, then verify them. Once verified, you can keep them big or divide into smaller RSS pheeds.

I suggest using big ones in conjuction with the BlogBomb random function. This way, it will "update", great for "pinging".
